Hull Police Department Announces Temporary Town-Wide Restricted Parking
Effective Today Through Monday, June 15 2020
HULL --Chief John Dunn and the Hull Police Department would like to inform residents of new temporary parking restrictions, effective today, throughout the Town of Hull.

Beginning today, April 24, until Monday, June 15, 2020 town parking restrictions will be enforced by order of the Town of Hull Parking Authority and the Board of Selectmen. Anyone found to be in violation of these restrictions will receive a $50 ticket for parking in a restricted area.

The Town of Hull has restricted parking in the following areas:
  • All roads under the jurisdiction of the Town of Hull are restricted to town residents and their guests.
  • The Commuter Lot at Pemberton Point is now closed.
  • “The Gut” area will have 30-minute resident parking only.
  • The student and faculty parking at Hull High School is now closed.
  • Parking in all business districts will be limited to 30-minute parking only.
Guests of residents should place a note on their vehicle indicating the address they are visiting with the homeowner's name and contact number.

Additionally, Hull residents are encouraged to contact the Hull Police Department at 781-925-1212 to report any vehicles parked around their residence which do not belong to their guests.

Notice from Treasurer/Collector - Due Date Extensions


Last week, the state Legislature passed and Governor Baker signed “An Act to Address Challenges Faced by Municipalities and State Authorities Resulting from COVID-19.” The new law gives the Board of Selectmen the authority to extend due dates for real estate and personal property tax payments and applications for exemptions and to waive interest and penalties on certain municipal tax and other bills paid on or before June 29, 2020.



The Board of Selectmen has voted to extend the due dates of the following bills:



Fourth Quarter Real Estate and Personal Property Tax Bills:

            Original Due Date: May 1, 2020

            New Due Date: June 1, 2020



Motor Vehicle Excise

Any bills issued with a due date of March 10, 2020, or later are now due on June 1, 2020, regardless of the due date printed on the bill.

      Motor Vehicle Commitment # 1 original due date 3/16/20 now June 1, 2020

                                                       # 2 original due date 4/22/20 now June 1, 2020



      Boat Excise will not be affected as the due date is June 15, 2020



Sewer Utility Bills:

Any bills issued with a due date of March 10, 2020, or later are now due on June 1, 2020, regardless of the due date printed on the bill.

Exemption and Deferral Applications:

The Board is also extending the due date of Property Tax Personal Exemption and Tax Deferral Applications:

In addition, The Board is waiving all interest and other penalties until June 29, 2020 in the event of a late payment of any real estate, personal property, motor vehicle excise, sewer utility bill with a due date of March 10, 2020 or later. Hull taxpayers now have until June 29, 2020 to make the payment without incurring interest or other penalties.



Under the new state law, payments made after June 29, 2020 will be subject to interest and penalties back to the due date of June 1.



Hull taxpayers are encouraged to use the town’s online payment option to conveniently pay real estate, personal property, excise taxes, and sewer bills. If a payment cannot be paid online please utilize the payment drop box outside of Town Hall or call the office at 781-925-2251.

MODERATOR’S DECLARATION OF
RECESS AND CONTINUANCE OF THE
MAY 4, 2020 ANNUAL TOWN MEETING


        In accordance with the authority granted to me as Moderator of the Town of Hull under G.L. c. 39, section 10A, as amended by Sections 2, 3 and 4 of c. 53 of the Acts of 2020, after consultation with the appropriate Town public safety or public health officials and  the Board of Selectmen, I issue this Declaration of Recess and Continuance of the Annual Town Meeting presently scheduled for Monday, 7:00 p.m., May, 4, 2020, at Hull High School, 180 Main Street, Hull, MA to Monday, June 1, 2020, 7:00 p.m., at Hull High School, 180 Main Street, Hull, MA.

        This recess and continuance is necessary due to the public health emergency declared by the President of the United States, the Governor of the Commonwealth of Massachusetts and the Hull Board of Selectmen arising from the Covid-19 pandemic, so that the protocols called for to protect the public can best be observed.  This action is in the best interest of the public as well as all employees and officials of the Town.

        In accordance with said law, I further direct that this Notice of Declaration be posted by a Constable in the same manner as notices for Town Meetings are posted.

        Please note that due to the on-going health emergency it may be necessary to further recess and continue the Annual Town Meeting.  In the event that becomes necessary, a further Declaration of Recess and continuance will be issued, and the public notified.  The Public is advised to check with the Town’s website
https://www.town.hull.ma.us,cable television and other news outlets as to any further changes to the Annual Town Meeting.

        This Notice of Declaration is made and announced on April 16, 2020 at 10 AM.

Further Extensions Implemented at Registry of Motor Vehicles



Further Extensions Implemented for Expiring Licenses, Permits, Motor Vehicle Inspection Stickers, and Passenger Plate Registrations

The Massachusetts RMV has implemented further extensions for expiring motor vehicle inspection stickers, passenger plate registrations, professional credentials, and licenses and permits, including Commercial Driver’s Licenses and Permits (CDLs / CLPs).

While 60-day extensions had already been implemented for most credentials, passenger plate registrations, and inspection stickers expired or expiring in March and April, this new action will apply the same 60-day extension to those expiring in May. Additionally, credentials expiring in March 2020 that previously were extended by 60 days will have an additional 60-day extension applied.

The following new changes are now effective:

  • All commercial and non-commercial driver’s licenses, ID cards, and Learner’s Permits that expire in May 2020 will now expire in July 2020 and do not need to be renewed at this time. Customers holding a license marked “Limited-Term” that has expired or will expire between March 1 and May 31, 2020 should visit Mass.Gov/RMV for more information and to check the validity of their credential.
  • The RMV also recently introduced an online renewal option for CDL holders if they are self-certified in the Non-Excepted Interstate (NI) category for medical certification.
  • In accordance with updated guidance from the Federal Motor Carrier Safety Administration (FMCSA), all CDL Medical Certificates expiring between March 1 and April 30, 2020 will not expire until June 30, 2020 and do not need to be renewed at this time. Extensions to CDL Medical Certificates are intended to prevent license downgrades and elective medical visits, as well as alleviate demand on medical providers, during the State of Emergency.
  • Motor vehicle safety and emissions inspection stickers that expire on May 31, 2020 will now expire on July 31, 2020. While automotive repair and maintenance facilities continue to remain open as “essential services” and inspection stations may operate at their discretion, these annual inspections do not need to occur at this time.
  • All passenger plate registrations that will expire in May 2020, will now expire in July 2020. Registration renewals can continue to be performed online at Mass.Gov/RMV during this time. Customers seeking to do so in-person will not be able to make an appointment and should delay their visit to a Service Center at this time.
  • Professional credentials for School Bus Certificates, School Pupil Transport Licenses (7D), Inspector Licenses, Inspection Station Licenses, Driving Instructor Licenses and Driving School Licenses that expire in May 2020 will be extended for 90 days after the State of Emergency is lifted and do not need to be renewed at this time.
These additional extenstions under Governor Charlie Baker's declaration of a State of Emergency on March 10 replicate the ongoing measures the RMV is taking to reduce the need for customers to physically visit an RMV Service Center or one of its business partners' facilities, allowing for social distancing by decreasing non-essential travel and customer volume.

REPORTING HULL’S NUMBERS


Although some residents have been critical of the Town for not reporting Hull’s statistics, the Town has adhered to MADPH’s request made to all cities and Towns, to not independently report local community statistical reports that were created by MADPH.  While some towns chose not to follow this recommendation Hull as well as many other communities, respected this request.  This was done because the statistics were not generated by local public health officials and MADPH, the source of the statistics, requested that they not disseminated.   

We continue to believe that the authoritative source for reports on Covid-19 is MADPH, who now feels there is a large enough statewide data base to begin releasing information on local impacts as well as on a county basis. Any resident that is interested in this information can visit the Mass Department of Public Health’s web site located at:   https://www.mass.gov/orgs/department-of-public-health

Update from Registry of Motor Vehicles 04/13/2020


PROFESSIONAL AND PASSENGER LICENSE
DEADLINE EXTENSIONS AND
ONLINE CDL RENEWAL OPTION
The Massachusetts Registry of Motor Vehicles (RMV) continues to thoroughly review its licensing protocols and credential requirements to identify and implement additional measures to reduce non-essential travel, reduce the need for customers to visit an RMV Service Center, and ensure proper “social-distancing” for business partners and Massachusetts residents.

The following new changes to service delivery and organizational protocols are now or are about to be in place as follows:
  • Professional credentials for School Bus Certificates, School Pupil Transport Licenses (7D), Inspector Licenses, Driving Instructor Licenses and Driving School Licenses that have expired or are expiring between March 10 and April 30 will be extended for 90 days after the State of Emergency is lifted. These credentials are considered “active” as the RMV implements system changes to reflect that status in the near future
  • Commercial Driver’s License (CDL) holders are now able to renew their licenses online if they are self-certified in the Non-Excepted Interstate (NI) category for medical certification.
  • All passenger and motorcycle road tests (Class D and Class M) have been cancelled through Monday, May 4, 2020.
  • The Milford and Wilmington RMV Service Centers are open exclusively to perform commercial transactions; reservations are now available and walk-ins are still accepted. Performing a commercial transaction at any other open RMV location will require a reservation. To make a reservation, visit Mass.Gov/RMV and select the "Make or Cancel a Reservation" option.
Reminders About Other Previously Announced Changes:
  • Driver’s licenses, ID cards, and Learner’s Permits, including Commercial Driver’s Licenses and Permits (CDL/CLP) that have expired or are expiring between March 1, 2020, and April 30, 2020, have had a 60-day extension applied to the current expiration date and do not need to be renewed at this time. Customers holding a license or ID marked “Limited-Term” that expired between March 1 and April 30 should visit Mass.Gov/RMVfor more information and to check the validity of their credential. CDL Medical Certificates that expire on or after March 1 until April 30 will be extended until June 30 to prevent license downgrades and elective medical visits, as well as alleviate demand on medical providers. 
  • The RMV has implemented a strict no walk-in policy at a limited number of Service Centers that remain open to the general public. Service for necessary in-person transactions are available by appointment only. Customers should visit Mass.Gov/RMVto make a reservation at an open Service Center or find information on over 40 transactions that can be conducted online, by phone, or by mail.
  • Non-Classroom Drivers Education. Through a temporary policy, the RMV is allowing driving schools to offer online driver education training and written testing during this emergency period only. The RMV will continuously monitor the current emergency and will keep you informed about the timeframe in which driving schools can offer alternative training.
  • All passenger plate registrations that have expired in March or will be expiring in April have been extended for 60 days. Registrations that expired in March have been extended until May 31 and registrations that expire in April have been extended until June 30. Registration renewals can continue to be performed online at Mass.Gov/RMVduring this time. Customers will not be able to make an appointment to renew passenger registrations at a Service Center at this time.
  • The annual motor vehicle safety and emissions inspection stickers that expire on March 31 and April 30 have been extended 60 days and all motorcycles with inspection stickers originally set to expire on May 31 must be inspected by June 30. The RMV is also extending the time during which newly registered vehicles must be inspected based on the purchase date.
  • Class D and M Learner's Permits knowledge exams have been suspended through May 4. Commercial Learner’s Permit tests can be taken at the Milford and Wilmington RMV Service Centers during normal business hours.
  • Massachusetts State Police are still conducting road tests for Commercial Driver's Licenses (CDLs), but require anyone taking these road tests to bring and wear a mask or face covering for the entirety of the test.
  • The National Safety Council (NSC) and the RMV have previously announced the cancellation, through May 4, of the following Massachusetts in-person classroom driver safety classes: 8-hour Driver Retraining Program, 4-hour Driver Attitudinal Retraining Program, and the 4-hour State Courts Against Road Rage (SCARR) Program. The RMV has temporarily approved an alternative way to deliver the statutorily required content in the form of an online course. For a limited time, participation in the online course will fulfill the in-person class requirement. Additional information is available here and impacted customers can expect to receive specific instructions directly from NSC.
