Crescent Beach Seawall Update

Dear Residents:
I am writing to update you on the status of the seawall capping repairs for the Crescent Beach Project. On August 22, 2019, the Town received five (5) bids for the project.  After review of all bids the most qualified low bidder, Northern Construction Services LLC, was awarded the contract in the amount of $1,177,790 dollars.   Northern Construction has performed many concrete seawalls project and has a good reputation.  We are satisfied that we have a qualified contractor on site.  The contract was issued on September 25, 2019.  On October 2, 2019 the pre-construction meeting was held.  Northern will start mobilization of the project this week.

I am attaching an excerpt from the bid documents that provide a brief narrative of the steps that Northern will follow to get the work completed over the next 120 days.  Please note that this is a narrative that is intended to provide a summary of the sequence of the steps to be taken to complete the repair project.  There is a much more detailed bid document that specifies stone size, quantity, Stone placement conditions and other work site control issues.

The project consists of but is not limited to the following:

Concrete capping of approximately 538 linear feet of existing seawall

Replacement of approximately 30 linear feet of seawall that was removed to provide construction access to the revetment fronting the seawall

Build a stone buttress on the landside of the seawall approximately 132 feet in the area of the rotated wall sections to give additional support to the seawall

On October 8, 2019, Northern will walk through the project area with the inspector and engineers to discuss means, methods and issues.  Part of this will be to determine is any area not currently included in the project’s easement will be needed for construction access.  If any parcels are needed Northern will request a Land Use Agreement (LUA).

Our engineer and staff have confidence that the current repair plan will meet our goal to have the seawall cap installed which will provide residents with added protection until the lawsuit against the project’s original contractor can be resolved.

If you have any questions please do hesitate to contact me.

Town Manager
