Snow Removal Priorities & Policy
The Public Works Department makes every effort to clear the Town’s roads quickly and safely. The task in Hull is often complicated by the amount of on-street parking and the impacts of drifting snow.  Our staff works long hours during and after each storm to open roadways.  We appreciate the patience and support offered by many residents and we will continue to do our best to get you back to your normal schedule as quickly as possible. Thank you.

PRIORITIES:
1. The DPW's first priority is to ensure that police, fire and medical emergency equipment can move safely on Town streets.

2. The DPW's second priority is to open main and secondary roads for use by the public.

3. The DPW's third priority is to open residential streets. It may take additional time before some residential streets are opened depending on the amount of snowfall.

4. The DPW's fourth priority is to clear sidewalks used to walk to schools.  

POLICY:
Driveways: Snow from driveways may not remain on public streets. If it is necessary to push snow onto the street when clearing a driveway or private way, the snow must be subsequently plowed into the windrows on either side of the street.  Private plow contractors shall not leave snow piles and or windrows in the roadways creating hazardous conditions.

Liability: The Town is not responsible for damage to private property (cars, mailboxes, hockey, basketball hoops, nets, etc.) or private improvements (grassy areas, irrigation systems, fences, shrubs, steps, etc.) that fall within the public street layout. The public street layout is generally 40' wide.

Sump pumps: Residents may not deposit water onto the street thereby creating an icing hazard. Police will be notified if hazard conditions occur.  Town of Hull By-Law Chapter 359 Sections 10, 12 and 18, Prohibits discharge or deposits of water onto Town roadways or sidewalks.  

On-street parking: The Highway Department requests that cars not be parked on the street during storms to expedite snow removal activities and reduce potential damage to vehicles. Once a Snow Emergency is declared by the Police Department, vehicles parked on the street are subject to fines and towing at the owners' expense. 

Private plowing: Contractors plowing for the Town shall not plow driveways, etc., while on duty with the Town.

Fire Hydrants: The Fire Department requests that residents remove snow from around nearby fire hydrants to improve the safety of their property.

Street Catch Basins: The Highway Department requests that residents remove snow and debris from nearby street drainage catch basins.

WINTER PARKING BAN
IN EFFECT FROM
 12/1/21 THROUGH 3/31/22
 
On-street parking is prohibited on the following streets between the hours of

1:30 a.m. and 7:00 a.m.

Nantasket Avenue, Atlantic Avenue, Spring Street, Main Street


ALL OTHER STREETS

During inclement weather, parking will be allowed on the “ODD-NUMBERED” side of each street, except in areas where such parking is always prohibited.

This will provide for orderly snow removal/sanding/salting operations as well as the free flow of traffic, especially emergency vehicles.
 
Failure to comply with the codes of the Town of Hull Chapter 155 Section 19, regarding impeding snow removal will result in parking violation fines and/or towing of the offending vehicles at the owner’s expense (After due prior notice to owners when it is practicable to do so).

VETERANS’ NAMES SOUGHT FOR MEMORIAL

The War Memorial Commission is in the process of establishing a qualifying list of military veterans whose names would be permanently enshrined at the Hull War Memorial Monument.

According to Paul Sordillo, Hull’s Director of Veterans’ services, veterans who meet the following criteria and are interested in having their names included will be considered: 

      entered the service with their home of record being Hull; 

      served honorably in armed conflict from Aug. 2, 1990, to Aug. 31, 2021, which are dates established by the federal government; and 

      have been awarded the National Defense Medal.

All submissions will be vetted by the Memorial Commission for compliance with the listed criteria.

Hull Light Files Petition with MA DPU


On Monday, November 1st Hull Light filed a petition with the MA Department of Public Utilities (MA DPU)  to open an investigation into the manner in which National Grid has managed the two electric lines that feed the 10,000 residents and business in the Town of Hull.  For many years the lack of care and failure of National Grid to upgrade the two 1930 era lines has caused great distress and harm residents and businesses of Hull.  When residents loose power a cascading series of impacts occur, including creating serious threats to life and safety. 

National Grid has a monopoly for the provision of this service with a substantial guaranteed rate of return for the Company.  In exchange for the monopoly status there is an expectation and requirement electric service will be reliable.  The filing requests MA DPU initiate a full investigation regarding National Grid failure to follow good utility standards in maintaining the two lines.

The petition requests MA DPU to order National Grid to upgrade the lines and associated facilities at National Grid’s expense.  Additional, the petition requests National Grid be ordered to reimburse Hull Light $3.1 million dollars Hull Light has expended  to protect residents and businesses from National Grid’s failure to exercise proper care for the lines.  Expense reimbursement includes the cost Hull Light  has made and continues to make to have generators during winter months because of the precarious nature of National Grids electric supply lines to Hull. 

The filling includes expert testimony from qualified professionals in regulatory affairs, Paul Hibbard, former Chair of the MA DPU, and engineering expertise, Tom Converse with over 35 years of experience with public power line design and construction.  Additional testimony is provided by Hull Light Operations Manager Panos Tokadjian and Town Manager Phil Lemnios.

SPECIAL CHIP DAY

 

SPECIAL CHIP DAY AT HULL DPW

 

 

 

 

The Town of Hull will be having a Special Chip Day due to the recent Nor'easter. It will be held on Saturday November 6, 2021 from 8:00a.m. until noon.

 

Chip Day is held at the DPW Barn, 9 Nantasket Avenue, across the street from Dylan's Pizza (old Pizza Box).  Residents may bring in tree limbs and brush that are eight inches in diameter or smaller.  No leaves, grass, vines, or other yard waste will be accepted.  Vehicles larger than a standard pick-up truck will not be allowed.  Landscapers and Contractors are limited to one truckload.
