Letter from the Board of Selectmen to the Community

TOWN OF HULL

253 Atlantic Avenue                                                                                             781-925-2000
Hull, Massachusetts 02045

                                                                                                                            March 28, 2020

Dear Community Members,

While we all find ourselves in a period of a “new normal” which feels anything but, it is important to reflect on the things that remain constant and beautiful here in Hull.  Also, to recognize the tremendous efforts being made by so many residents, town staff, and the business community in an effort to maintain some degree of business as usual and help shepherd us through these challenging times.  Our community, along with the rest of the world, will continue to do its part as we work together to combat the COVID-19 pandemic touching all our lives.

Leadership…Hull’s leadership is surfacing in all areas of our community.  It is taking the form of parents becoming teachers, business leaders keeping their doors open (where allowed) and keeping staff employed, residents taking to social media to positively keep families connected by way of their front porches and sharing the scenic beauty of this community, which not even a pandemic can change.

Out of town hall, Hull’s first responders continue working the front lines confronted by an additional and invisible danger, staff at the senior center continues to ensure that those in need are receiving much needed meals and outreach services, town hall staff is maintaining a continuity of operations across the board, DPW and sewer departments are keeping things flowing (yes, go ahead and chuckle), and elected and appointed boards & commissions are keeping-up with the business at hand.

We hear your concerns and we are addressing them… while Hull is thankful for its many visitors and patrons, out of an abundance of caution and to protect our residents and public safety (who are not currently staffed at summer levels), we have requested DCR to close their public lots until this crisis passes and will lean on them until they act.  Too many households have been abruptly impacted financially by the COVID-19 crisis, so we are pursuing a rental assistance program to help prevent displacement for Hull households, this will also help mitigate the impact on the local economy.  We will also continue to do our part to safely keep business doors open where possible.
We pride ourselves in being a community in every sense, however, community takes shape a little differently these days, and that is going to have to be ok.  “Social distancing,” we agree, a bit of an oxymoron, is a necessity which we all need to practice.  It is, in fact, the most effective way to protect each other and help move us closer to the end of the COVID-19 crisis.  We are blessed with unbelievable scenery, walkable neighborhoods, peaceful beaches and open, essential businesses.  We encourage residents to take advantage of these blessings, but, please be mindful of each other and remember to practice social distancing.  It is that simple and it is that important.  And, by the way, if you see a neighbor, wave, share a social distanced hello because it might just be the positive connection needed to someone’s day.
Please continue to check the town’s website for updates as they may arise and to find local information.  Remember to be kind and patient with each other and to all working to keep Hull moving forward in these prolonged and challenging times.  Rest assured, that town leadership is communicating with each other and will continue to work tirelessly in order to maintain essential services and vital community communications.  We each have an important role and will continue to do our part on behalf of every resident and business.  The Board of Selectmen keeps everyone in their thoughts and prayers during the days ahead.  We are a resilient community and, together, we will come out ahead of this crisis.

Sincerely,

Members of the Board of Selectmen

Domenico Sestito, Jennifer Constable, Greg Grey, Kevin Richardson & John Reilly

UPDATE ON REQUEST TO DCR TO CLOSE NANTASKET BEACH PARKING

MARCH 30, 2020

UPDATE ON REQUEST TO DCR TO CLOSE NANTASKET BEACH PARKING

For the past week Town officials and our State Representatives have been urging the DCR to close the parking lots associated with the Nantasket Beach Reservation.  The conversations have been pointed and frequent.  The Town does not have the authority to order a closure of a state facility, that authority rests solely with the Governor.

We have been advised that DCR is considering several actions for the parking lots at Nantasket Beach as well as actions for parks in other communities.  Please rest assured that Town officials are advocating for a change and we are expecting, based on our conversations, that significant adjustments will be forthcoming shortly.  When we receive notification of the revised operations plan from the DCR we will post the information.  Thank you.

Update from the Registry of with Corrected Phone Number

RMV UPDATE: No Walk-In Policy Effective March 27
Contact Center Phone Number Correction: 857-368-8000
The email sent by the RMV on Friday, March 27 had an incorrect phone number for the Contact Center.

RMV UPDATE: No Walk-In Policy Effective March 27
The RMV will be strictly enforcing a No Walk-In Policy.  Only Customers with Appointment Reservations Will Be Served for Required In-Person Transactions

Effective today, Friday, March 27 the Massachusetts Registry of Motor Vehicles (RMV) is enforcing a strict no walk-in policy at its eight service centers that are open to the general public. The only transactions that will be processed at service centers are those that require an in-person transaction, including Commercial Driving Licenses or Permits (CDLs/CLPs), some new registrations, out-of-state conversions and new Mass IDs. Customers who need to complete these transactions will be required to make an online appointment reservation, and customers arriving without an appointment will be asked to leave and make an appointment online to return at a future date.

Appointment reservations can be made online at in the myRMV Online Service Center under “Make or Cancel a Reservation.” Customers who make an appointment will receive a confirmation email that they should be prepared to show on arrival at their designated time at a specific service center. Customers can also call the Contact Center at 857-369-8000 to make a reservation.

The eight RMV Service Centers that are open for reservations are:
  • Boston
  • Brockton
  • Fall River
  • Lawrence
  • Pittsfield
  • Plymouth
  • Springfield
  • Worcester
The RMV offers many services online, including renewing motor vehicle registrations, and customers needing these services will only be serviced online at this time. If the service can be completed online, the RMV will not process the transaction in a service center. Renewals for standard driver’s license and ID credentials can be performed online at Mass.Gov/RMV along with more than 40 other transactions that can be conducted online, over the phone, or by mail.

As a reminder, the RMV has already suspended knowledge/written exams and road tests for non-commercial (Class D and Class M) learner’s permits. In addition, the federal government’s REAL ID compliance deadline has been postponed, and is now next year, in October 2021. For this reason, the RMV has suspended at this time the issuance of new REAL IDs.

Commercial (CDL/CLP) Transactions and B2B/IRP Services
The Milford and Wilmington RMV Service Centers will remain open to exclusively perform walk-in commercial transactions for CDLs and permits (CLPs), and CDL road tests continue to be administered. Drop-off only services for B2B and IRP transactions will continue to be accepted at the Milford, Springfield, and Wilmington Service Centers.

60-Day Extension of Commercial and Non-Commercial Credentials
All Class D, Class M, and Class DM driver’s licenses, ID cards, Learners’ Permits, and commercial driver’s licenses and permits (CDLs/CLPs) with an expiration date between March 1, 2020 and April 30, 2020, have had a 60-day extension applied to their credential, with the exception of customers whose end of stay in the United States is the same as the expiration date on their driver’s license, ID card, or Learner’s Permit. Customers eligible for these extensions should wait to visit an RMV Service Center to renew after the State of Emergency has concluded. CDL Medical Certificates (Med Certs) expiring after March 1 will also have a 60-day extension applied to prevent license downgrades and elective medical visits, as well as alleviate demand on medical providers, during the State of Emergency.

Suspension Hearings
Customers may continue to request suspension hearings by visiting a RMV Service Center in-person on a first-come, first-served basis, but under new protocols, customers will be required to submit their application and all required supporting documentation depending on the type of suspension, before leaving and having a Hearings Officer call the customer directly to conduct their suspension hearing by phone.

Some suspended customers may already be able to complete the reinstatement process and payment online if all other outstanding requirements have been satisfied by visiting Mass.Gov/RMV and selecting “Pay my Reinstatement Fees.”

Hearings are being conducted at Boston/Haymarket, Brockton, Fall River, Lawrence, Springfield, and Worcester. Hearings at the Pittsfield RMV occur weekly on Wednesdays and no hearings are conducted in Plymouth. Chemical test refusal (CTR) hearings are only held at Boston/Haymarket.

These and several additional measures are being implemented at the RMV to prioritize reducing customer volumes in physical locations and maintaining proper “social-distancing” under Governor Charlie Baker’s declaration of a State of Emergency the week of March 9 and to complement the work that has been underway for weeks across state government to keep residents safe and healthy.

More information about available services and additional steps the RMV has taken under the State of Emergency declaration, including the extension of expiring licenses/permits and vehicle inspection stickers, is on the RMV website here.

The Baker-Polito Administration will continue to update the public on COVID-19 response and precautionary measures at Mass.Gov/Coronavirus.

Please share this information with colleagues, customers, and constituents.

UPDATED NOTICE ON RESTRICTED PUBLIC ACCESS TO ALL TOWN BUILDINGS

UPDATED NOTICE ON RESTRICTED PUBLIC ACCESS TO ALL TOWN BUILDINGS

UPDATED MARCH 23, 2020

All Town of Hull offices will restrict public access starting until April 7th.  Members of the public will not have access to Town buildings during this period.

Town staff will continue to perform their duties on a limited basis and can to assist you via telephone or e-mail.   There may be a delay in responding to some requests so we ask for your patience.

This is being done to promote the concept of "social distancing;” reducing the number of in-person interactions that each of us has with each other which will reduce the chances of spreading and transmitting the COVID-19 virus.

Residents and others will be able to pay bills by check or money order by placing the bills, along the checks and/or money orders, in an envelope and dropping them off in the small mailbox to the left hand side of the doors in front of Town Hall. In addition, payments can be made via the Town's web site (https://www.town.hull.ma.us/)and click on "Online Payments" - both credit cards and EFTs (using your checking account can be used). If your only option is cash and you cannot get a money order, please contact the Treasurer-Collector's Office at (781) 925-2251 to make arrangements for a cash payment.

If you need copies of documents such as birth certificates, building permits, assessor records, etc., call the appropriate office and the staff will work out a method for you to obtain the necessary documents.  Please call 781-925-2000 for Town Hall.

If you are looking for information, whether general or specific, contact that department and the employees will provide that information using a variety of methods.

If you need to file documents, applications for permits, etc., please contact the proper department and a solution will be worked out to make that happen.

Thank you for your patience as we all work together to confront this serious public health threat.
