Snow Removal Priorities & Policy
The Public Works Department makes every effort to clear the Town’s roads quickly and safely. The task in Hull is often complicated by the amount of on-street parking and the impacts of drifting snow. Our staff works long hours during and after each storm to open roadways. We appreciate the patience and support offered by many residents and we will continue to do our best to get you back to your normal schedule as quickly as possible. Thank you.
PRIORITIES:
1. The DPW's first priority is to ensure that police, fire and medical emergency equipment can move safely on Town streets.
2. The DPW's second priority is to open main and secondary roads for use by the public.
3. The DPW's third priority is to open residential streets. It may take additional time before some residential streets are opened depending on the amount of snowfall.
4. The DPW's fourth priority is to clear sidewalks used to walk to schools.
POLICY:
Driveways: Snow from driveways may not remain on public streets. If it is necessary to push snow onto the street when clearing a driveway or private way, the snow must be subsequently plowed into the windrows on either side of the street. Private plow contractors shall not leave snow piles and or windrows in the roadways creating hazardous conditions.
Liability: The Town is not responsible for damage to private property (cars, mailboxes, hockey, basketball hoops, nets, etc.) or private improvements (grassy areas, irrigation systems, fences, shrubs, steps, etc.) that fall within the public street layout. The public street layout is generally 40' wide.
Sump pumps: Residents may not deposit water onto the street thereby creating an icing hazard. Police will be notified if hazard conditions occur. Town of Hull By-Law Chapter 359 Sections 10, 12 and 18, Prohibits discharge or deposits of water onto Town roadways or sidewalks.
On-street parking: The Highway Department requests that cars not be parked on the street during storms to expedite snow removal activities and reduce potential damage to vehicles. Once a Snow Emergency is declared by the Police Department, vehicles parked on the street are subject to fines and towing at the owners' expense.
Private plowing: Contractors plowing for the Town shall not plow driveways, etc., while on duty with the Town.
Fire Hydrants: The Fire Department requests that residents remove snow from around nearby fire hydrants to improve the safety of their property.
Street Catch Basins: The Highway Department requests that residents remove snow and debris from nearby street drainage catch basins.

WINTER PARKING BAN
IN EFFECT FROM
12/1/21 THROUGH 3/31/22
On-street parking is prohibited on the following streets between the hours of
1:30 a.m. and 7:00 a.m.
Nantasket Avenue, Atlantic Avenue, Spring Street, Main Street
ALL OTHER STREETS
During inclement weather, parking will be allowed on the “ODD-NUMBERED” side of each street, except in areas where such parking is always prohibited.
This will provide for orderly snow removal/sanding/salting operations as well as the free flow of traffic, especially emergency vehicles.
Failure to comply with the codes of the Town of Hull Chapter 155 Section 19, regarding impeding snow removal will result in parking violation fines and/or towing of the offending vehicles at the owner’s expense (After due prior notice to owners when it is practicable to do so).
